Leaves with small blind stamp of a capital building. Light ink stain on blank verso, else in fine condition.

A letter from Governor Richard Yates of Illinois to President Lincoln, recommending Brig. General W. K. Strong for the position of Military Governor of Arkansas. "He is . . . one of your most zealous supporters, [who] heartily endorses the emancipation policy, and would undoubtedly omit nothing necessary to carry out the Proclamation."
